In every Primary year where the Governor is elected, the Pennsylvania Democratic Party (more commonly referred to as “State Committee”) and all 67 Democratic County Committees must reorganize per Pennsylvania Democratic Party Bylaws: Rule VII, Section 1-5.

Each County Committee shall meet to reorganize by electing officers and other leaders provided for in the county bylaws. The Democratic Party of York County’s (DPOYC) bylaws require the election of a Chairperson, Vice Chairperson, Treasurer and Secretary plus ten (10) Regional Directors.

Elections of the Chairperson and Vice-Chairperson must be gender balanced.

The State Committee requires the current Chairperson of the County Committee or his/her designee be responsible for scheduling the Reorganization Meeting and sending out the Call and Notice of the Reorganizational Meeting to all persons entitled to be present.
The Reorganization Meeting is open to the public, however only those eligible (i.e. - elected members of the County Committee who are registered Democratic voters on the roll in the York County Elections/Voter Registration Office) may vote.
